The purpose of this policy is to establish the requirements for all proposals and external entity activity, including: the review, risk assessment, clearance, and tracking of all potential activities between SLAC National Accelerator Laboratory (herein referred to as SLAC or the Laboratory) and any external entity, research sponsor (whether foreign or domestic), or collaborator as further described in Section 2.2. In order to comply with Management and Operating Contract number DE- AC02-76SF00515 between Stanford University and the U.S. Department of Energy, this Policy applies to all proposals and projects, including activities where SLAC will enter into an agreement or formal relationship regardless of whether funding is being provided to SLAC. This policy establishes a process to ensure that projects, proposals or activities proposed on behalf of SLAC comply with applicable laws, regulations, prime contract requirements, SLAC/Stanford policies and procedures.
