The Department of Energy (DOE) awarded Contract No. DE-AC02-76-SF0015 (Prime Contract) to the Board of Trustees of Leland Stanford, Jr. University (University) to manage and operate the SLAC National Accelerator Laboratory (SLAC). This Procurement Description (PD) provides a written description of SLAC procurement policy and conforms to requirements of the Prime Contract with DOE. Following the philosophy expressed in FAR 1.102-4(e), the failure to specifically mention a particular strategy or practice in the PD does not mean it is prohibited. Rather, when it is in the best interest of SLAC and DOE to do so and is otherwise consistent with law and within the limits of SLAC’s delegated authority, innovation and the application of sound business judgement is encouraged.

With the concurrence of the Supply Chain Management (SCM) Director, the use of commercial practices, when consistent with this PD, is permitted.

SLAC SCM delivers timely, best value products and services that support SLAC’s mission. This PD applies best commercial purchasing practices and procedures while complying with the DOE Prime Contract requirements.
